Carina Tamayo Cabrera
Inland Empire Deputy Regional Director
Office of Governor Gavin Newsom
Carina Tamayo Cabrera serves as the appointed Inland Empire Deputy Regional Director of External Affairs for the Office of Governor Gavin Newsom. She joined the Newsom administration in January 2021 as a Southern California Regional Coordinator supporting the administration’s pandemic response and conducting outreach in hard-to-reach communities. In her current position, Tamayo Cabrera leads stakeholder engagement across four counties working with local elected officials, community-based organizations, business organizations, educational institutions, and many regional partners to create stronger collaboration between the local and state level. She also organizes visits for the Governor, administration officials, and cabinet secretaries to highlight state investments in the region and uplift opportunities to establish new partnerships. During her time serving in the Newsom administration, Tamayo Cabrera has been instrumental in securing regional support for transformative and historic initiatives led by the Governor including CARE Court, the Infrastructure Streamlining Package, and the Master Plan for Career Education. Before joining the Governor’s Office, Tamayo Cabrera served as a Field Representative for Senator Richard D. Roth’s district office where she developed a strong passion for state government and public service. Tamayo Cabrera received her Bachelor of Arts in Political Science/Administrative Studies from the University of California, Riverside.

Robert Chavez
Assistant Director
San Bernardino County - Workforce Development Department
For over 25 years, Mr. Robert Chavez has served in numerous workforce development positions throughout Los Angeles County and now in San Bernardino County. Starting his career while in college and earning his degree in Human Services, Robert worked at the State of California-Employment Development Department as a Y.E.O.P. Youth Assistant. Throughout his career pathway he has built decades long positive working relationships with all levels of staffing including Federal/State/County/City leadership. For twenty-four years, Robert worked as the Operations Manager at the South Bay Workforce Investment Board and led his teams in the achievement of being recognized yearly as one of the highest performing Workforce Development Boards in the state and throughout the nation for high performance and creative service delivery.
Robert is excited as he has started a new chapter in his career as the Assistant Director with San Bernardino County’s Workforce Development Department. He is honored to have been chosen to work with such a high performing department and looks forward to assisting San Bernardino County achieve its workforce and economic potential by supporting the County’s values, innovation, service, and vision.

Deputy Chief of Staff with a demonstrated history of working in public sector management. Skilled in public affairs, communications and community organizing. Political operative with experience in management and finance consulting on successful Democratic campaigns. Strong professional with a Master's in Public Administration from Cal Baptist University and a Bachelor of Arts from Claremont McKenna College.

Ruben Gonzalez
Riverside County HWS, Workforce Development
Ruben is a seasoned advocate with a 35-year career dedicated to uplifting youth and families advancing social justice and has a proven track record of driving change in underserved communities.
He is dedicated to advocating for underserved communities, he has held various roles within public systems such as law enforcement, education, public housing, and workforce development. His career has been marked by a focus on addressing systemic barriers faced by individuals who have experienced economic, racial, or system-related inequities. He has also made significant contributions to the philanthropic sector as the Executive Director of multiple nonprofit organizations.
His extensive national and international experience has been instrumental in co-founding organizations and implementing initiatives at both county and international levels. This experience has informed his commitment to developing effective policies and innovative solutions that empower youth and underserved communities. He is passionate about fostering collective action, reforming public systems, and advocating for policy changes that create a just and equitable society for all children and families.
